Legalization of casinos promoted by the Legal Commission of India

The government officials who conducted the study stated that the illegal Indian gambling business is winning the battle with the state. Indian lawmakers, the study notes, have made gambling partly legal by introducing the category of "skill games." Among those, officials cite an example - horse racing. The next step for parliamentarians is to expand the list of legal gambling.

The Legal Commission proposed to introduce differentiation of players by financial solvency. The high-net-worth category will be allowed to engage in "high-stakes gambling." The rest will be protected by a mirage of modest winnings. Casinos, bookmakers will be prohibited from admitting the poor, citizens on a state basis to gambling.
