The government officials who conducted the study stated that the illegal Indian gambling business is winning the battle with the state. The networks of underground casinos and gray bookmakers are growing. The black income of illegal businessmen has a stable dynamics. India's liberal constitution favors adjustment.
The primary task is to introduce non-cash circulation of the "gambling operator - casino visitor" system. The regular identification of players with special bank accounts guarantees the transparency of the casino market and will form a filter that cuts off money laundering. It will be possible to control the gambling-dependent audience.
Indian lawmakers, the study notes, have made gambling partly legal by introducing the category of "skill games." Among those, officials cite an example - horse racing. The next step for parliamentarians is to expand the list of legal gambling.
The Legal Commission proposed to introduce differentiation of players by financial solvency. The high-net-worth category will be allowed to engage in "high-stakes gambling." The rest will be protected by a mirage of modest winnings. Casinos, bookmakers will be prohibited from admitting the poor, citizens on a state basis to gambling.
